Background: The following prophetic warning and watchword about Tornado Judgments was declared by Dr. Joseph Grubb: First, with the leaders of Hosanna church (Toronto Christian International Fellowship) on July 24th, 1999. Second, this word was declared on Radio 1320 AM “Word of the LORD” broadcast to Southern Ontario in December of 1999. Third, it has been shared and updated as GOD’s directed. Fourth, this prophetic watch or trumpet is now being sounded for 2020 and beyond.
It is a rallying cry for those with "ears to hear what GOD saying" (2 Chronicles 20:20). We need to clearly hear GOD’s voice today! It’s essential that we hear what GOD’s saying, even if it’s an alarm and warning concerning judgment.
20/20 Vision: Many want to hear … “peace, peace” only or that which is pleasant to their ears. Sadly, GOD said that people would have “itching ears” in the last days (2 Timothy 4:1-4). Yet, GOD in His mercy still trumpets clear warnings about coming judgments for those willing to take heed and prepare!
Amos 3:7 “Surely the Lord GOD does nothing, unless He reveals His secret to His servants the prophets.” Before the LORD does anything, He reveals it to His servants the prophets. A warning of sudden judgments is being trumpeted to Southern Ontario and Canada! Holy Scripture declares that out of the mouth of two or three witnesses a word must be established.
Biblical Tornadoes: We need to see GOD’s Word and understand the “whirlwind” in the Bible today because all truth is parallel!
Jeremiah 3:19-24, “Behold a whirlwind of the LORD has gone forth in fury – A violent whirlwind! It will fall violently on the head of the wicked. The anger of the Lord will not turn back; Until He has executed and performed the thoughts of His heart. In the latter days you will understand it perfectly. I have not sent these prophets, yet they ran. I have not spoken to them, yet they prophesied. But if they had stood in My counsel, and had caused My people to hear My words, then they would have returned them from their evil way; And from the evil of their doings. “Am I a God near at hand,” says the Lord, “And not a God afar off? Can anyone hide himself in secret places, so I shall not see Him?” Says the Lord; “Do I not fill heaven and earth?”
Jeremiah 25:31-32, “A noise will come to the ends of the earth – For the Lord has a controversy with the nations; He will plead His case with all flesh. He will give those who are wicked to the sword”, Says the Lord. Thus says the Lord of Hosts: “Behold, disaster shall go forth From nation to nation, And a great whirlwind shall be raised up. From the farthest parts of the earth.”
Depending on the response of GOD’s people, some judgments may be averted.
Isaiah 66:20-22, “Then they shall bring all your brethren for an offering to the Lord out of all nations, on horses and in chariots and in litters, on mules and on camels, to My Holy mountain Jerusalem,” Says the Lord; As the children of Israel bring an offering in a clean vessel into the house of the Lord. And I will also take some of them for priests and Levites,” Says the Lord. For as the new heavens and the new earth; Which I will make shall remain before Me, Says the Lord, So shall your descendants and your name remain.”
Proverbs 10:25, “When the whirlwind passes by, the wicked is no more, But the righteous has an everlasting foundation.” Holy Scripture declares a whirlwind deals with the wicked and leaves the righteous with a sure foundation!

The Prophetic Warning
Acts 2:17, “And it shall come to pass in the last days, Says God, That I will pour out My Spirit on all flesh; Your sons and your daughters shall prophesy, your young men shall see visions, your old men shall dream dreams.”
GOD is speaking in these last of the “last days” to his people with dreams and visions. GOD is speaking and sending a warning to Southern Ontario and CANADA.
Tornadoes are not usually visible to radar. They come suddenly and bring destruction suddenly. This prophecy is a clear warning of pending judgment! In this sobering and clear prophetic dream submitted to leaders in the Body of CHRIST, I (Dr. Joseph Grubb) saw the entire landscape of Southern Ontario. All of a sudden, dark clouds began to form; suddenly, various types of tornadoes came out of the clouds. There were up to (15) tornadoes. They came from Windsor and Buffalo, from the borders, but not necessarily from the United States alone. They were huge tornadoes!
They were "in the Spirit" and not literal at the time, though literal tornadoes could manifest. In fact, tornadoes (plural) literally manifested across Southern Ontario on the very day I shared this warning to leaders in Toronto.
The First Scene: Redemptive Judgment … The tornadoes wrought judgments to economic and religious systems, every system of man in Southern Ontario and CANADA. They came to the cities of Hamilton, Oshawa, Sarnia, and the surrounding areas. Great destruction came to Hamilton. Then, to Toronto came a great tornado. A "spiritual F5 tornado" came to destroy Toronto. In this prophetic reality, my wife (Betty Ann, deceased) and I fell prostrate before the LORD, holding onto a white picket fence; interceding to stop the judgment from coming. The first judgment was averted by intercession and repentance. The first tornadoes were “redemptive judgment”; and, depending on the Church’s response, “certain judgment” could be avoided.
The Second Scene: Certain Judgment … The same landscape came before me again. Once again, up to (15) huge tornadoes came. This judgment was certain judgment! Destruction came to Toronto and Hamilton. Southern Ontario is the economic engine to Canada. If judgment escalates to this level, and there’s not a proper response to GOD, certain judgment will result and affect ALL of CANADA!
The Three Witnesses … Two (2) months later on September 16, 1999, I came across a prophetic book called “Gentle Whispers from the Secret Place” by Scott Holtz. In this book, it also declares about “Tornado judgments coming to North America.”
Other watchman, like David Wilkerson have prophesied that great difficulties are coming to North America -- that many are not ready for these difficulties! Yet many false prophets - religious and secular - are saying there will be peace and prosperity and “God is a good God.” But they are misunderstanding all of GOD’s ways and the response of humankind. A word is established out of the mouth of (2) or (3) true witnesses. GOD is speaking “plural” to HIS prophets.
There are TWO (2) clear ways that GOD wants us to respond:
#1. Intimacy with Our FATHER ... only from a true personal relationship with GOD will we know how to respond by grace through repentance and faith in Jesus Christ alone (Ephesians 2:8-10).
#2. Learn the fear of the LORD … Proverbs 1:7 declares, "The fear of the LORD is the beginning of knowledge: but fools despise wisdom and instruction." Proverbs 8:13 declares, "The fear of the LORD is to hate evil: pride, and arrogancy, and the evil way, and the froward mouth, do I hate."
The Very Same Day! ~ July 24, 1999 … The same day this prophecy was shared with the leadership of TCIF, AM 680 News, the number one Toronto news radio station, announced Tornado Warnings to the Toronto and Southern Ontario region. Here’s 680 News reporting, “Tornado watch given to Brantford, Peterborough, Oshawa and Toronto.” Later that same day, they announced trees were uprooted. There was also an update that tornadoes were spotted in Newmarket, Mississauga, Beaton and Chatham. Then later the radio announcer said, “Tornado watches have passed for Southern Ontario." All truth is parallel!
August 1, 1999: Severe Tornado Warnings given for Southern Ontario. Confirmation of GOD's word or chance?
August 4, 1999: Tornadoes touch down in Hamilton. A funnel cloud was spotted over Exhibition Stadium in Toronto and tornadoes were seen in Kitchener, Ontario. “Right now, we are in the calm before the storm” the radio host announced. Is this a prophecy confirmed from a secular news source? The book, “Gentle Whispers from the Secret Place” also shares visions of Tornado Judgments coming to North America. We need to hear what God’s saying before HIS soon Return!
Spiritual Tornadoes … GOD is warning us about “Tornadoes!” There needs to be a response from the Church, the people of Ontario, and from all Canadians. God has put these warnings on our radar screen for us to see! God wants to prepare us, so we’ll seek Him with all our hearts. For those who are prepared, it’ll not be difficult, that is, for those who are walking in the true fear of the LORD. This word is also for the wicked (inside and outside the church); for those walking in strife and sin, etc. This is a call to heartily and fully return to the LORD!
Jeremiah 23:19-24 / Jeremiah 25:31-32, talk about the wicked inside and outside the church. Jeremiah 30:23-24, “Behold, the whirlwind of the Lord goes forth with fury, a continuing whirlwind; it will fall violently on the head of the wicked. The fierce anger of the Lord will not return until He has done it, and until He has performed the intents of His heart. In the latter days will consider it.” “In the latter days you will consider it.” There will be certain judgment, if we do not respond properly to the LORD.
There needs to be a proper response from Church leaders to the “word of the Lord.” In his book, Gentle Whispers from the Secret Place, GOD shares with Scott Holtz about pending judgment. GOD reveals the current state of the church and the people of North America.
Now this is important … of all the people in “the house" only the children responded properly to the word of the Lord. The religious poured through their commentaries saying these judgments can’t be true because “God is a good God.” Great conviction came upon the religious leaders because they didn’t take heed to the word of the Lord.
Tornadoes came to the metropolis areas, about (11) tornadoes hit. Children were out playing; youth were on the beaches of Florida lusting after one another; adults were relaxing in their comfortable surroundings, even though a warning was released about soon coming tornado judgments. At first, he thought that not many listened to his word of warning, when suddenly one tornado came off the coast of Key Largo Florida.
He saw that there were many who did heed his word from the Lord. They rose up and began to intercede and pray. As they did, the tornado had no effect. This of course reveals the importance of intercession and prayer that can eliminate some of these judgments.
By grace through faith in Jesus Christ, we need to rise up out of complacency, come to the Lord in repentance, and turn from our wicked ways. We need to awaken and seek GOD with all our heart, and with fasting and prayer. A storm of judgment is coming, but we will also receive His glory, if we’re found hidden in the secret place … walking in the Biblical fear of the Lord (Isaiah 60:1-3).
Now is the time to "Stand in the Gap"...

Upon those who are at ease, the tornadoes will come suddenly! Many were not able to respond with Spirit-led action because of their excessive teachings, rather than a living intimacy with Our Father. Many of these religious leaders and people were over-fed!
The children are those who are “child-like” … not relating to age, but rather to a heart posture before the Lord. These are the ones who heed the oracles of the LORD because they have an intimate relationship with the Lord. Therefore, they were able to discern the will and way of the LORD.
There was a bathroom scene in Scott Holtz’s dream which represented “the place of utter humility” … “the secret place.” Heart rending intercessions from the secret place and obedience to God are the only things that can avert the retribution or judgments coming to those “sitting on their lees or at ease in Zion.” We must learn that the secret place is the place of protection and understanding.
There was also a huge electrical transformer in his dream. This huge electrical transformer was hidden or not even noticed before the tornadoes. But after the tornadoes it became visible. The transformer represented the power and authority God has given the Church to win the lost. This power of GOD has been reduced to a mere doctrinal concept.
But once this tornado hits, the power of God will no longer be mere doctrinal concepts. The power of God will put people into action! They will move in the power of God and move out of the valley of darkness, “out of Florida” with its focus on self-gratification and entertainment. The children represent those who are obedient and tuned into hearing God’s voice.
The Armies of GOD in the Dream:
1. They heeded the blasts of GOD's Trumpets.
2. They prepared to liberate those in prison to sin.
3. They know GOD intimately.
4. They tuned in to whispers of GOD's Spirit leading.
5. They will indeed do exploits for and with GOD!

~ Two Systems of Judgment across Southern Ontario ~
There are two (2) systems of judgment coming! Two systems of tornadoes will sweep across Southern Ontario, unless there’s a proper response. GOD is looking for an appropriate response. This is a wake-up call to the Church! Redemptive judgments are meant to get our attention and turn us to God.
Our local church leaders sensed in prayer that coming into the New Year of “Y2K crisis” that things were not going to be as bad as many had declared. But this could bring “a lull to people” and cause many to turn their backs on the Lord and distance themselves from Him again, not seeking Him as they should due to neglect (Hebrews 2:1-4).
The second system of tornadoes is certain judgments! Proper repentance must come in the house of the Lord. Refuse not the Lord’s voice! Prepare the way of the Lord! GOD’s warning us not to be proud and to fear the Lord.
Behold the goodness and severity of God! (Romans 11) You may be in an Evangelical, Baptist, Pentecostal or whatever type of church – it does NOT matter – you must walk humbly, holy, and intimately with GOD! Otherwise, you’ll not be ready!
The Two Vital Keys!
Key #1: Humility. We need to ask GOD, “How am I before You Lord?” When I was in Bible College, GOD revealed to me that 70% of what I was doing was dead works (Hebrews 6:1). We all need to humble ourselves and walk in the humility of Philippians 2:8. We must humble ourselves and become obedient, even unto death. Israel beheld God’s goodness, but because of their unbelief murmured and complained before GOD and experienced His severity (Romans 11; 1 Corinthians 10; Hebrews 3 & 4).
Key #2: Choices. We need to make the right choices, Holy Spirit-led choices! We need to seek the LORD about this Living Word. We need to ask GOD how to personally prepare? There will be no natural security found during these judgments!
GOD does not want us to experience His severity. Nonetheless, remember that only from the secret place and personal obedience can GOD lead us into His goodness. Are you walking in the will and ways of the LORD, right now?
Warning to the Church – GOD will not be mocked! GOD deals with everyone when they do not listen to HIS voice! Take heed, there is no salvation outside the LORD JESUS CHRIST (Acts 4:12).
Word to Leaders: We need to set aside the wrong kind of independence and develop the right kind of dependence. We need to have our dependence on the LORD and interdependence in covenant relationship with HIS people (Hebrews 10:14-27).
We need to work together and deal with the lawlessness and rebellion that keeps us apart. We need to prayerfully understand how to work together. We need to repent of not putting our house in order, of not reaching out to the lost in the power of His Spirit.
We need to pray and cry out to GOD, “Set me ablaze!” “Baptize me in the Holy Ghost!” The Lord says, “Arise My people –Arise – Arise! "Seek ME in the secret place, until I come and set you ablaze with My Spirit! And you go forth like I sent My people in the early days, like on the day of Pentecost. They went into the entire world and declared JESUS saves, JESUS heals, and JESUS delivers!”
“Rise up and come into your end time calling, come into your place of ministry. Be prepared for your last phase of ministry. Arise and fulfill the will of Your God. You have drawn back because of selfishness. It is time to repent!”

Exhortation to Elders: Sound the Alarm
This is an exhortation to the elders at the gate – those in the fivefold ministry of Ephesians 4. GOD is calling you to heed the voice of the LORD and not be passive. Begin to sound the alarm in your church, your small group, or your ministry. Prepare the way of the LORD! Move in GOD’s power and be truly consecrated to the LORD.
Consecration means getting practical wisdom for your life and ministry - directly - from the LORD! It means having a true brokenness and openness in your life. It means walking before GOD in true repentance, as a daily lifestyle.

(4) Essential Pillars to Keep You in the Storms
1. Intimacy – daily seeking GOD in the secret place.
2. Humility – brokenness, repentance, and obedience even unto death.
3. Holiness – set apart for GOD in mind, heart and body – everything.

This is a Final Warning!
This prophetic watch is a final warning to those listening and taking this lightly. There will be no natural security in the time of judgment! Prepare to meet Thy GOD! Prepare the way today for your eternal destiny in JESUS CHRIST or without in the lake of fire! (Revelation 20:15)

Now, GOD wants to give us all our final marching orders. Read Luke 3:3-9, GOD desires to prepare HIS Church for HIS coming! Every mountain will be made low and every crooked path will be made straight!
We need to come to the Cross with true repentance. We need to come with an openness and brokenness that leads to righteousness – His righteousness in every part of our lives! A change in our walk and our talk! We need to bring forth fruit worthy of repentance.
There needs to be repentance from false accusation! And, we need to be content with our wages in a world full of greed. Remember, God will thoroughly purge His floor with these tornadoes. Church leaders need to repent of pride. We need to humbly lead the way because there is a great shaking coming!
We need to ask GOD, “What are your fresh marching orders for Your people?” As repentance comes, a fresh baptism will come (Acts 1:8). We need to come into the righteousness He’s calling us to. Go to the upper room in obedience, like the early church went into the upper room! We need a baptism with fire, not just the speaking in other tongues. When this baptism of the Holy Spirit comes, we will change the world!
Toronto is much like Jerusalem in Acts 2. The majority of nations are found within Toronto, one of the most multi-ethnic cities in the world. But we need to be set apart for GOD, so we can experience a true baptism of the Holy Spirit. God’s same command and same Great Command is for us all today – “Go into ALL the world and preach the Gospel!”
Genuine personal intimacy with GOD leads to a genuine baptism of the Holy Spirit. This is the final marching order to “David’s Army” (type of GOD’s last day Army). We are not called to be separate and independent warriors! Rise up, and join with your Brethren in the Army of the LORD! ~ Hebrews 10:25; 13:17

There needs to be repentance from false accusation! And, we need to be content with our wages in a world full of greed. Remember, God will thoroughly purge His floor with these tornadoes. Church leaders need to repent of pride. We need to humbly lead the way because there is a great shaking coming!
We need to ask GOD, “What are your fresh marching orders for Your people?” As repentance comes, a fresh baptism will come (Acts 1:8). We need to come into the righteousness He’s calling us to. Go to the upper room in obedience, like the early church went into the upper room! We need a baptism with fire, not just the speaking in other tongues. When this baptism of the Holy Spirit comes, we will change the world!
Toronto is much like Jerusalem in Acts 2. The majority of nations are found within Toronto, one of the most multi-ethnic cities in the world. But we need to be set apart for GOD, so we can experience a true baptism of the Holy Spirit. God’s same command and same Great Command is for us all today – “Go into ALL the world and preach the Gospel!”
Genuine personal intimacy with GOD leads to a genuine baptism of the Holy Spirit. This is the final marching order to “David’s Army” (type of GOD’s last day Army). We are not called to be separate and independent warriors! Rise up, and join with your Brethren in the Army of the LORD! ~ Hebrews 10:25; 13:17
Final Exhortation
Proverbs 10:25, “When the whirlwind passes by, the wicked is no
more, but the righteous has an everlasting foundation.”
Harden not your hearts as in the days of rebellion!
Remember, the righteous will have a sure foundation
